88 crx fuel pump not kicking on/no fuel delivery (usual parts checked)
So I picked up this 88 crx and for a few days it was ok. It had an overheating issue and I think I solved it by having the head gasket replaced. I had someone else do the work and he reported that after the job was done, during the burping of the coolant system, it shut off after about 20 min of running. He told me that he checked the radiator fan by connecting it straight to the battery. Why he decided it was a good idea ill never know but he did. He was able to get the fuel pump to kick on by jumping the termanls in the main relay, a result I have not been able to recreate. Vie been crawling around the site looking for causes/sulotions with out much luck. I replaced the main relay, fuel pump, and checked every fuse in it. I also crawled around with a volt meter and found a few things.
1. The pump is getting power, or at least the sending unit is. (Fuel gage is reading full, tank is not)
2. CELL stays on but ECU does not flash any codes
3. I was reading 0.2V across the ECU fuse terminals
4. I didn't read any kind of connection or voltage to the ECU its self at the the connection its self
Ive checked all of the grounds in the engine bay, the guy I had do the work missed the ground from the frame to the valve cover but after reconnection (and all this other business) still nothing. At this point in thinking its the ECU its self but I'm not sure and was wondering if anyone had any suggestions or can think of something I haven't checked.
Ive done quite a bit in the way of checking around so if you have any questions about what else Ive done feel free to ask.

The clutch switch would only allow the starter to be engaged. It doesn't affect the fuel circuit at all.
My guess is on a bad ground to the main relay (my car did the same thing when I forgot to hook it up. CEL always on and the ECU light solid red).
Normally this is where it would be located (looking from the transmission side of the engine bay). It's underneath the wire harness and somewhat difficult to see. If it's hooked up, it might be a bad connection in the harness.
