My H22 turbo has been having issues idling using Crome and I have been trying to follow the multiple guides online for assistance and haven't come across a solution.

Engine Setup:
95 Civic EJ1 Automatic Car - converted to H22 OBD1 manual
ERL Sleeves
Wiseco 8.5:1 pistons
eagle rods
fidanza flywheel
SC61 turbo
1000cc Precision injectors
Motorola 2.5 bar map
fitv deleted (aluminum between it and TB)
EGR deleted
Balance Shafts deleted
Stock Head
Indiv Butterfly assembly removed
Crome - non dealer/gold/pro
Ostrch emulator

Issue/Background:
I'm only trying to get a basemap that will get the engine to idle/run well enough to get the car to a tuner. I've tried numerous bin files that people have dropped on pgmfi.org and none work or work well (I'm assuming because of the next point). So I decided to try starting from scratch using a stock h22 map in crome pulled from PGMFI.org. I adjust the fuel multipliers (before adding fuel tools) to account for my injector size and VOILA! It starts, except the idle is high and the AFR on the wideband is rich (9.5-10.2:1 AFR). So to adjust it, I add fuel tools and my engine won't run. No other changes were made. I play around with the cranking, post and tip in values from .1 all the way to 1.999 and i get no changes. It seems marginally better and will start on crank, but wont continue to run (fires up and immediately dies). As mentioned it seems marginally better with higher values for cranking, post, and tip (1.5+). I also tried adding the fuel tools in a different order verses adding it after the initial multiplier was applied.
I've started with:
stock map --> boost tools (no adjustments made (efficiency, etc)) --> fuel tools added then multiplier adjusted
stock map --> fuel tools added then multiplier adjusted --> boost tools (no adjustments made (efficiency, etc))

None are working...

Am I missing something that would cause this?
Why would adding fuel tools cause the entire engine to be unable to startup?
Could it be a vacuum leak?
IACV controls/bad?

I've uploaded the bin just in case anyone wants to look at it.

correction - if i only add fuel tools and adjust the injector size it will start and idle (high and rich) but if I add boost tools and adjust for the 2.5 bar moto sensor it kills it the engine.

Could this be indicative of a bad MAP sensor?

to test this I did the same process but added boost tools using a "stock sensor" but my moto sensor was still there and it started but really, really awful.

I checked the voltage of the map sensor's signal wire and get a consistent .1v whether I blow into the vacuum hose or not. The ground and volt supply seems ok as I'm getting 4.9v between those two consistently

So I ordered a new 3 bar MAP sensor to test it out and see if it helps.

Are you able to datalog? It's super easy to check sensors that way.
