Is this the idle control screw?

1991 LS. Stock. Is this the idle control screw (pic 1) and the Idle Control Valve (pic 2?). I have rough idle and plan to clean the valve and possibly adjust the screw,

Dont mess with that screw trust me. Clean the IACV first.
