Default Can you bar a different transmission and engine in California?

I meant mix and matching transmission and engine. For example pairing up a B16a transmission with a b18c1 motor or jdm b18c motor. I know for sure in California you can bar a jdm b18c motor. I'm curious because i want to pair up a b16a transmission with either a b18c1(GSR motor) or jdm b18c(type R motor). It's just cheaper that way and b16a tranny still has short gearing.

The ref doesnt care at all what transmission your car has installed. They're reffing the engine only.
