Help: 98 CRV Low Idle and Weak Power

I have a 98 CR-V with 165k miles on it. We recently had the head/valves changed due to low pressure.. Car was super weak and would only go 25 mph up small hills. After the work, it is a lot better but still only goes around 50-55 MPH up large hills.. at around 3500 - 4000 RPMs. My first questions is, is this the norm for a 98 AWD CR-V? 2nd question is regarding my current problem.. As it has started to get colder out, when the CR-V is started, it has to turn over a few more times than usual.. and then it idles pretty low. When i hit the gas, sometimes there is a slight lag before it picks up and goes... depending on how low the idle is. And then, usually when the car isn't at full running temp, if i stop at a stop sign or something, the idle will drop back down super low and sometimes stall. It also seems to sometimes take a little long to change gears when getting up to high speeds.. like 4000 RPMs before shifting to highway speed. Could this all be the Throttle Positioning Sensor? From what I have read, a lot of our CR-V symptoms correlate with what people say about the TPS. Im just hoping my transmission isn't the prob

I want to say they didn't set the ignition timing or mechanical timing properly, leaning more towards ignition timing. What was wrong with the old head, ie the low compression? Did it burn a valve? The TPS has nothing to do with your transmission and is your car a manual or automatic? a TPS issue would be more of a jumpy throttle at low throttle pressure.

It requires a special tool to do the ignition timing. Do you remember when that last full tune-up was? A rough idle can be caused by many things, if you haven't had a tune up that you can remember it could be that causing the issue as well. If you take it in have them do a full tune up( spark plugs, spark plug wires, distributor cap and rotor as well as fuel filter). If you had a shop do the original work with installing the head then I think it should be safe to assume they did the ignition timing as they would have to after reapplying the head. Weak spark can cause your bad idle and loss of power.
