Default JDM ITR ECU??????????

I live in Japan and bought a true 98 JDM ITR that I'm probably the 5th owner of. The car has seen many owners and mods over the years, so it's hard to tell what exactly has been done. I was curious what ECU was in the car b/c the gas mileage is so poor, maybe 10 mpg city/12 hwy; the car seems to run without any problems, besides the bad gas mpgs. Today I decided to take a look and see if there was an obviously different ECU or a noticeable chip. When I opened it up I found what seems to be a stock ECU (I def could be wrong) with a jumper harness and a thin black rectangular box in front of the ECU, it also has a R-Spec Vtec controller. I was hoping someone can tell be what I have going on here. I'm new to hondas and do not really know what I'm looking at, any information will help.

Try removing the jumper harness and anything wired to it and just use the ECU plugged directly into the harness.

The jumper harness appears to be just a pass through harness that allows you to just unplug it to go back to stock. Wish more people did it this way as it keeps the stock harness uncut and is very easy to go back to stock.
