Default 00 EX coupe high and low beam headlights dead - inline fuse blowing

I just finished washing and waxing my coupe and was headed down the road and i notice that my headlights were both out. Both the high and the low. All of the fuses look good under the hood and i still have to pull the dash fuses. Ive seen online that lows being dead and highs working is the switch but both are dead. I believe my car has the password jdm lighting kit with the low halogens and high hids. Has anyone else had this problem? Running lights, signals, tails are all good

Check that the left and right fuses are energized with the switch on. If not, check at the switch for feed from the main fuse and if it passes power through when switched on.

I have not checked that yet but did notice that my inline fuse for the HIDs was blown. I changed it and it immediately blew again. Thats making me think it is a short somewhere in the system. I have read online and have heard from a buddy that a bad ground can blow it too but Im not sure how that can blow a fuse.

Bad ground would not blow fuse.

Unplug both headlights. When you turn on the light switch does the fuse no longer blow?

Clearly there is some modified wiring here. The stock switch and wiring may only be closing a relay to turn the HIDs on.

Since this seems to have started from washing the car, I wonder if something got wet and shorted out.

Wiring both headlights to one fuse is a bad idea since it will leave you completely in the dark if one light shorts out and blows the fuse.

So I discovered that the problem was the passenger side HID ballast was shorted and kept blowing the fuse killing both lights. I checked the harness all over and couldnt find a short. I unplugged the headlights like Ron said and the fuse didnt blow. My dad had a 20 amp breaker from an aircraft laying in his shop so I wired it up and plugged it in where the 20A fuse went. I was going to start unplugging stuff one at a time and see what was blowing it. The first time I hit the lights, the drivers side lit up and the passenger side ballast started smoking like a SOB lol. Apparently the breaker didnt do its job but hey, it at least helped me find the issue haha. I unplugged the passenger light ballast and am running in cyclops mode until my new one comes in the mail. Not sure if the water shorted it or if it was just a coincidence; its been washed and driven in the rain before haha. Thanks for the help guys!

P.S.: The previous owner put the kit on. I think it came wired to one fuse out of the box.
