Default (URGENT) Civic Jerks at specific RPM's

Hello, i am a proud owner of a 1989 honda civic hatchback (Manual). It has the MPFI conversion with an si dizzy/head/intake and a problem has arisen recently. Sometimes when i drive my car will aggressively jerk at 1600 RPM and 2200 RPM. Its the same feeling you get when you let off the gas and jab it really hard. I have found out that if i shut of the car and restart it that problem goes away until the next time it occurs so it is definitely electrical. any help will be greatly appreciated.
