I do not believe that a factory car will run well on E85, if at all. It doesn't have the necessary sensors to determine the alcohol content and I don't think a factory spec '00 auto civic EX will increase the fuel injector volume to compensate with the different properties of the alcohol fuel.
Federally, it is legal. State and local laws may vary. It is significantly more dangerous than traditional petrol gasoline.
