96 Honda Del Sol won't start.
I turned my car off to reattach a skirt that had came loose from hitting some high speeds, testing out the VTEC, and it just wouldn't start. Nothing happens, no clicks, it doesn't even try. Now I do hear a small whirring, like a fan kicking on when turn the key. (A buddy of mine heard it from outside of the car and showed me.) My guesses are the solenoid, ignition switch (Lights do not dim when trying to start.), or a bad connection with the solenoid and the starter.
Just trying to get some more info on what to do. I'm not exactly car savvy, but im not completely "Car dumb"
Also like 99% sure it isn't the battery.

Clutch pedal switch if it's manual. (car info missing).
Try jumping the starter small terminal to battery + with a wire. The starter should turn, so be sure the car is not in gear. Having the starter turn when jumped proves that the starter, battery, and major connections between them are OK.

Remove upper timing belt cover and inspect the belt.
EDIT: Just noticed you turned the car off physically, it's still a possibility though but I'd lean more towards what Mk is saying.
