AC condenser and radiator fans operation

AC condenser and radiator fans operation
2000 Honda Civic EX 198000 miles
Outside temp 94F
The radiator fan cycle on/off with the AC off. Guessing based on engine temp
When the AC is turned on the condenser fan is on but the radiator fans seems to cycle on
only when the engine gets up to temp and off when it goes under temp.
Is this the correct operation of the fans when the AC is turned on?
