Default EF B20vtec ecu help

So my Civic ecu burned out on me and it had a chipped p72, but i had no idea what modifications it had on it. All i know was that it was chipped. I bought the car from a guy who knew nothing about it. So i changed the ecu to a pr4 and had it chipped and socketed for a B20vtec engine. But for some reason the car cant seem to engage the vtec. I also had it chipped for vtec. I was wondering if there was a way to make this ecu wprk for the car or is getting a p72 chipped and everything the only way it'll run well? Thanks for any help at all ive been stumped for months.
