2010 civic check engine light does not come on
I am getting mixed answers from dealers and mechanics, some say its a bulb others say I need to replace whole instrument cluster. Any help would be appreciated before I tear apart.

The check engine light does not turn on when you first start the car or leave the key in the on position. This caused the car to fail the Maryland emission inspection. There are no codes pointing to any problems.
Was the car purchased new by you or was it bought used? If it was bought used, there is a possibility the previous owner may have tampered with it, such as covering with tape, etc.
The Malfunction Indicator Lamp (MIL) aka Check Engine Light has an LED, not a regular bulb. Generally, LEDs have a very long service life. If it wasn't tampered with, and an OBD-II scanner/reader can communicate with the PCM (car's computer), it can be an issue with the gauge control module's circuit board.

Valid point @tech8 on connecting to the OBD-II scanner! IF that can't communicate with your ECU then you have a more serious problem.
