Default 1999 Honda Civic Harmonic Balancer came off today

Alright everyone, I need some help.

I got a 1999 honda civic that i bought 3 years ago, the timing belt blew a hole in my engine block so i replaced it with a imported japanese engine(Model b15).

this morning I heard a tapping sound in my idle but didnt know what it was. as i took the first corner of my commute to work, i heard the tapping get louder and then pop, then my flywheel pulley(Harmonic Stabilizer) came off. the bolt flew under my car, but the main wheel was chillin in that flimsy splash guard thing.

i didn't know what happened, power steering went out but i could drive, so i continued to work. 10 miles there (back road), saw the damage, got sent home from work, 10 miles back, on the way back the battery was drained and the car died as i got it in the driveway.

some questions i have.
do i have to pull the engine to pop this thing back on?
what kind of tools does it take to secure it on?
will i have to find a B15 Harmonic Stabilizer? how to tell if its shot?

Any insight or help would be greatly appreciated

its a pulley not a stabilizer or balancer or dampener. you need the correct bolt, and you need to inspect the snout of the crank for woodruff key as well as any damage that may have occurred. the inside of the pulley that contacts the crank needs to be inspected for damage. the best way to isntall is the correct bolt with a crank pulley holder tool and use a torque wrench to get to the proper spec.

Check for damage on the crank, where the woodruff key sits. Inspect your drive belts. Your car died since the alt was not charging. Get another bolt and woodruff key, install it to the correct torque spec. Actually not a big deal if there's no damage caused.

-- You can work on it with the engine in the car. Raise the car and securely support it so you can take the left front wheel/tire assembly off. Then remove the plastic inner fender liner and reach in to the pulley area through the wheel well.
-- Inspect the bore of the pulley and the end of the crank for wobbled-out damage.
-- You will need a new key, about $3 at Honda dealer.
-- Tightness spec is 140 ft-lb. You will need either a large torque wrench or an impact wrench. When tightening by impact tighten with an ordinary socket to about 14 ft lb then apply the impact and turn 1/4 turn more. If you tighten by hand you need a way to prevent the engine from turning. This is easy on a manual car, put the transmission in 5th and put a screwdriver in the slots of the brake rotor so the wheel can't turn. Your car appears to be automatic though. In that case there is a special tool that fits in the hexagonal recess in the pulley, or you can remove the starter and jam the ring gear, or remove a spark plug and jam one of the cylinders with rope.
