Default Hole in bellows breather tube

Is there supposed to be a hole in the breather tube for the bellow on the power steering. I think power steering fluid shot of that hole because the bolt right above it was soaked.

That hole does not belong there, but the bellows system is just to keep dust and water out. There is an inner seal that keeps the fluid in the rack. There should not be any fluid in the bellows.

Does that mean I have an inner leak in the rack. I think I had it replaced last year.

If the fluid level is going down in the reservoir and ending up in the bellows, then yes the rack is leaking and needs to be replaced.
