Power Steering refill or flush
As I am approaching 60k, I wanted to know if it is good enough to suck out as much of PS as possible and refill OR do the flush by disconnecting the return line.

You'll never get all of the fluid out by just replacing what's in the reservoir, but it will probably be sufficient to prolong the life of the rack.

A flush is the better idea, but you have to make sure your hose connections are secure, or you'll have power steering fluid all over.

Drain and fill should be fine. Most people never change their power steering fluid, it doesn't normally become significantly contaminated. For what it's worth my '94 Civic still has the original P/S fluid in it and I've never had any issues with the rack or the pump.

Fact is, not flushing the PS fluid will lead to quicker deterioration of the various seals in the rack and pump. It does very well become contaminated and most, if not all, newer vehicles have incorporated a filter into the PS system for this very reason.

The dealer offers the BG cleaner/fluid refill. It's worth it. It's not something that has to get done often, but should be done every 3 or so years. The fluid does become old/worn/dirty.
