Tial 38mm Wastegate Not Closing Properly

I'm putting my turbo on tomorrow and I noticed my wastegate isn't closing properly. Shouldn't it be completely shut with the spring inside? Its the small green 7 psi spring. Any input is appreciated, thanks.

Looks like there just might be excessive carbon build up stopping it from fully seating. Take it apart and clean all the carbon off then recheck it.

It also looks like its actually not closing all the way, can't confirm with pictures. I would clean out the carbon along the valve trail if I were you.
