I want ~250whp and ~180 lb/ft of tq... Hopefully this is possible on stock b18c5 w/ 6-8psi...

I thought you wanted to put this motor in the EF and build a b20 for the ITR?

I'm pretty sure the lingenfelter vette's would still be laughing at you even with a turbo
I've yet to see a Turbo Honda run a 10 second pass on street tires

I would only do it if all your credit cards are payed off, as well as your car...
I would also be going 2.0 L so that you can run a big turbo and have minimal lag.
Im guessing after you rebuild your engine along with a ton of various parts, you should be looking at 3-5k. If you get the best parts possible in every respect (ball bearing turbo and such)
look at 6k at least
rememeber, you will need new clutch, maybe better brakes. not necessary, but would get a 4pt roll bar, because you will be at faster speeds really really fast. compared to just running around at above average speeds
just curious on what made you go this route...
why not brembo brake system, $2k ohlin coil overs, and lots of driving school. I would bet you will be faster on a track than just slapping a turbo on your car

Actually, seems my major problem will of course be traction.
I'm not planning on giving up these one or two creature comforts in my daily driver/street car,if I don't manage "10's" then it won't bother me much if at all.
I have however solidified plans for a Quaife and GSR gearing.
