I have a 95 civic coupe with a b18b1 swap. Today the cluster completely stopped working along with turn signals. Everything else on dash works and lights up as it should tho. I checked all fuses and they are good too. Anything else im missing here?

 

Ask yourself how well you checked the fuses because dash fuse 15 is almost surely blown.

If my harness was burned out nothing would work at all rite?
