Crank but no start , fuel at rail, compression, and spark
I recently finished dropping a JDM d15b into my 89 crx
Been a month since the motor was dropped in but still nothing ...
Let me run details .
P28 chipped
JDM D15b vtec
New dizzy
New Fuel pump
New Main relay
New spark plugs
D16a6 intake
Obd0 wiring harness
The fuel pump only primes in two occasions
1. when I remove my Main relay and jump the connectors .
Car actually fires up but idle is at 3.5 k and slowly but surely rises .
2. WITH main relay in I jump the ECU Com wire (green/blue) to the ground.
But the car WON'T start this way .
I get CEL code 21 9 and 7
21 is vtec (won't matter)
And I thought 9 and 7 would be fixed when I installed a new dizzy.. but they are still here...

Accidentally mistaken Obd0 injectors for obd2 so I know I caused some damage to my ECU although I do not get the DEAD 0 CEL light code .
I got pulse to my injectors but mind that they seem weak, 4 and 3 in particular .
Voltage reads from 4-1
6.4 v
7.3v
11.2v
11.2v
I know I need 12 v
Could this result in shorted Injector Drivers/Bad ECU?
Or something else... I'm at wits end with this project ...
