Default honda civic ex 1999 cold engine

just started this and I have seen a few of people that have somewhat of what I've got but nothing like it my civics temperature gauge will read cold and fluctuate when warm or operating temperature I have a half hour drive one way and it stays the same the entire way but I've replaced the coolant temperature sensor and the thermostat I've replaced the fan assembly and radiator and the fans will not kick on that's why I replaced the radiator and fan but I think the problem is the ground to the fan might be bad because the hot is just fine and I'm just at a loss right now can anyone help

Top off the radiator with coolant and bleed the cooling system.

I can't really bleed it because the fans won't turn on

Start the posted bleed process and watch the cluster temp gauge. Proceed with bleed procedure and only stop if engine begins to overheat.
