Default Sputtering/Misfire at low RPMs

I have a 1995 Civic with a D16Z6 engine it and and on the highway on my way home yesterday it started sputtering at low RPMs, below 3.2k, when I would give anything more than around 30-40% throttle. After the low RPMs it would rev out as normal without any sputtering. Within the last 500 miles I have replaced the following: Spark Plugs, Wires, Cap, Rotor, MAP, TPS, Fuel Filter, Gas Cap, and Fuel Pressure Regulator. I was guessing ignition coil but I wanted some second opinions. Any help would be appreciated.

My personal first step in that situation is a simple compression test.

Check your compression. Clean the IACV and throttle. Check for vacuum leaks.
