Default '95 del Sol B16A3-Experienced fuel cutoff at around 7500rpm (before 8200rpm redline)

I don't believe this is normal... What could have caused or be causing it?

Check the ECU in the car. IIRC 7500 would be proper for the single cam vtec, or del sol Si.

Hmm... I have a P28. Another surprise and something not disclosed to me by seller.

What reason would the previous owner have for swapping out the original P30 with a P28? Could I have issues running a P28 with the B16A3?

Most idiots get misinformed, or misinterpret, the idea that a p28 is the BEST ecu. What they don't understand is that a CHIPPED P28 is a good option. So if the p28 isn't chipped and is stock than yes you will need to locate a p30 or chip the p28 with a p30 basemap.

yeah, stay well away from 7500 until you have the correct ecu. unless you hate your engine, then rev away.
