1999 accord vtec 3.0 not running
Car has been parked for a few months over winter due to a loud noise coming from the engine once it warms up.
It sounded like the Lifters were all making noise but the noise does not change pitch or frequency if you rev the engine. also the driving is not affected it seems to have plenty of power .
Now that winter is over and I have a free weekend I have a new problem.
The car wont start and I dont think I am getting fuel to ANY of the spark plugs.. as they are dry.
If I use starting fluid the car will run until it burns off the fumes/fluid.
The fuel pump is working ( if I disconnect the lines in the trunk and turn it on I get plenty of fuel shooting out.
is there another fuel filter under the hood and if so where is it. ?

If starting fluid makes the engine work then the issue is fuel related. If you have fuel pressure then the ecu isn't firing the injectors. First check your fuses, it's possible one is blown, mainly the ecu fuses in the engine bay.

I found fuse #6 Inside the car on the left side of console, ( fuse panel ) checked the fuse and i is fine.
Under the hood none of them in the engine fuse compartment say ECU
Truth be told i pulled every single fuse in the two fuse panels i could find and all of them test and look good.
Don't forget there is a third panel on the pass side of the car 
If you have pressure at the rail(s), you'd also want to check for injector "pulse".
