First off, use punctuation. Second off, more details. There's no such thing as "a mini-me". there are multiple types of mini-me's, all of which are functionally stupid, and not all of which are the same. Give us more details. Exactly what ECU are you using? What block and head? Why have you not fixed all CEL codes?

First off this my first Honda so I don't know much on them,And I was told it was a mini me it a d15 bottom with a d16 top an I'm running a stock p28 ecu an I have put a new vss I. But it still don't work an I'm change the 02 today
"d16" top means nothing... the number and letter combination after that is the head designation. d15b7 bottom end, d16z6 head?
How to you expect a stock ECU to run a frankenstein motor?

EEEEEKKKKKKK 7.8:1 compression. cutting out at 4k= ecu in limp mode. sorry to say this, but that combo will never, ever run right.
There's a reason the PO was selling that car. There's a reason you never buy another man's project. You just learned both lessons the hard way. Find an unmolested Z6 to put in there, and call it a day.

Found the problem it is not have the d16z6 head it all the d15z1 I have the wrong ecu found out an I have an unmolested d16z6 I'm swap in this summer I just wanted to get this running right for now
Was the car originally a VX? Do you have the VX manifolds and controls? I think you are looking for EGR valve even if non-California, and 5 wire oxygen sensor instead of 4 wire. If you have all the VX stuff except the ECU, making the car back into a VX might be the best way forward because you have to change a bunch to run a regular engine.
To be honest I'm not sure I have look in the moring but I dnt believe anything has been change in the engine just the ecu is work
