Default Cranks - Runs very briefly - then dies - won't start afterwards

Have a 2000 Honda Civic Ex Coupe D16Y8 EJ8 that has been sitting for about a year. I've done the following but still can't get the car to run longer than about 5-10 seconds before it dies and won't start at all. Note the car will only run after I've taken the fuse for the fuel pump out, try to start, then replace the fuse.

This is what I've done so far...

Drained all the old fuel
Added fresh fuel
replaced the fuel pump and fuel filter
Verified that fuel is getting the to fuel rail
replaced the battery
removed and cleaned the throttle body
cleaned the IACV
cleaned the air filter
replaced the spark plugs
replaced distributor cap and rotor
replaced ignition coil
verified the timing is correct
there are no CEL on at all during this entire process

Like I said I can get get the car to start briefly (5-10sec) before it stalls but only after I remove the fuel pump fuse and try to start it without, then replace and start. This can be done repeatedly without fail. So the only thing I can think of is my injectors are possibly clogged, I'm sure there are number of other things as well?

Is there anything else someone can think of that might be causing this issue?

When you say the fuse for the fuel pump, exactly what fuse are you removing?

Yes the CEL works (or I'm assuming it does).

When you turn the key to II the CEL comes on briefly, the fuel pump primes and then the CEL goes off and remains off after the car is started (runs 5-10sec then dies) CEL remains off.

Buy an inline fuel pressure gauge. I'm a fan of this one, which can be installed permanently, and is pretty cheap. Turn your key to ON(II), and make note of the fuel pressure. Turn the key OFF, and come back in 2 hours. Make note of the fuel pressure. Turn the key back to ON(II), and make note of pressure a third time. Have a friend start the car while you watch the pressure gauge. See what happens while the car is starting, while it's running, and after it cuts off. Make note of those numbers. Key off again, key back to ON(II), and last time, make note of the fuel pressure.

Check whether you can keep the engine running by spraying starting fluid into the throttle body.

If not, check for weak spark at the plugs.
