Default MORE PICS ADDED. 97 Integra Gsr need help with driver pan

I bought a car online, blinded eyed he lied about the size of the hole but basically the whole driver front floor needs replacing, new seat rail pretty much 1/4 of the whole floor. Idont have the best picture but I got the best I can for know cause it's stored.
Please give best advice on how to attack it, Ido not intend on scraping it.

I'll get more up as soon as I can

Little blurry but all I could get off my phone has bad quality

Can almost see it all here pretty much just about from pedals to the back of where the seat would of been and from the rocker panel to the enter console

I've asked a couple of shops and they tell me it's to big to fix and my friends with a welder don't really want to waste there time, so if I got a welder an sheet metal, does the seat rail have to be lined up perfectly with passenger? Or is there any dimensions to follow?
