SRS Light Won't Turn Off
I have a 95 Honda Civic VX Hatchback. The car is stock and has the original airbags. I had the dash removed and reinstalled into the car recently. I also had only the steering wheel replaced with another OEM one. I kept the original airbag with the replacement wheel. Since the dash has been put back together, the SRS light will not go off. I had Honda do a jump to the connector and according to them the light comes back on after they started the car. The light does not blink nor does the car make any sound. The light is just lit.
The light wasn't ever on before I had the dash pulled.
Does anyone have a clue on what I could do to fix this?
A few people suggested I buy the clock spring, and start with that. I was thinking about going back to Honda because my local shops just don't have a clue and their prices aren't great compared to my Honda dealer.

I just got back from Honda. They were very candid and honest with what they were suggestion.
First off, the Reel Assembly (also known as the clock spring) is bad. She said it could be a pinched wire or even a sensor isn't plugged in fully, or just broken. She suggested I go out and buy an OEM Honda replacement part (even if it's not from them) to see if that fixes the problem. The car was also throwing also codes such as: the SRS unit and airbag. She indicated to me that the subsequent codes could be from the initial problem (clock spring).
For what it's worth, my horn buttons do work.
So, my question to you all is, should I buy a used clock spring and risk having it go bad on me, or go new?

I will report back on that as soon as I get my car returned to me. It's having some unrelated work done. I expect it to be back in my possession approximately in a week.

The dash fuse is not blown. The clock spring has been checked multiple times. However, it was not metered to see if voltage is running through it.

I ordered a used clock spring. I'm going to have that replaced next week to see if it solves anything.

SRS light is now OFF. I had my friend replace the clock spring with one from an EX (or similar) and the light went off after he did the reset on the system. The only difficulty was that the clock spring was not a VX model which meant the yellow plug for the horn on the clock spring did not plug into the steering wheel. He fixed that by removing the yellow plug from a spare bag and splicing it into it. Everything works flawlessly now.
What's kind of strange is he tested continuity on the yellow plug from the old clock spring and there was a reading on all the pins. So, I'm unsure why the original one was throwing an SRS code.
