Default Honda Beat in California? CARB / FTP / cert?

So I love tiny cars... and now that the Beat is 25 years old, I *so* want to get a Honda Beat runnabout! I have done some research on importing, and it looks like everything is fairly straightforward *except* the smog/CARB, where a Air Resource Board certified lab would need to FTP (Federal Test Procedures) smog test it.. possibly modify it to pass (???), and then there is some ~$5K certification fee? So my question is, does anyone know if the Beat engine (E07A I3) would pass the 1991 CA smog requirements? (ie pass the FTP)?

And if so, can anyone verify that it would still be like ~$5K to get the certification? or would it be less if it passes the smog test as-is?
