With the tank on the ground, you can get to the pump wires easily. You can check to see if you are receiving 12V there when the key is in the on position. If you don't have 12V, then you need to check the ground. if it is good...then check the wiring back to the relay.

However, have you checked the ignition switch?

Here's what I have tried, I have tested the main really by jump and checking for continuity. The relay check out fine. I jump the relay connector and colt tested the connector behind my back seat, it tested at 13.2V. I dropped the tank and pulled the pump housing out and wires it straight to the battery using the connector ontop of the housing and the pump works fine. Other than that I am lost... Thanks for the reply BTW.

How do I check the voltage on the connector the connects directly to the pump housing?

Attach VOM to the two wired plug...coming from the car, that the pump plugs into. Then turn key to on, you should get 12V. If youre not getting 12V, I would suspect a control issue..ignition switch, or main relay etc. if you sure all controls are good...then get a wiring diagram...and go point to point checking continuity.

Left out a key part here. If the key is turned to on....there will only be power to the fuel pump for about ~2 seconds. After that there will not be any power to the pump. So the OP should factor this into the testing.
