Putting my wagon back together after a long de-rusting process and I can't figure out how to get this one piece back on. Nothing is lining up and I forgot to take a picture of it before I took it off. Any help (or a picture) of how it fits on would be much appreciated!

 

that piece goes over the bolts that hold on the rear bumper, if i remember correctly. not the wheel wells.

EFing8 is correct. It covers the bolt that holds in the rear bumper. I've taken my rear bumper off a couple of times, so I just leave it off. Copy the link for a diagram of where it belongs:
