For those with Gen 2 CRV, am I missing an under dash panel?

Can you guys please tell me whether I am missing an under dash panel? According to Honda diagram, I am supposed to have Part#10?
2005 Honda CR-V INSTRUMENT PANEL (GAUGE CLUSTER) GARNISH (DRIVER SIDE)
However, this is what my under dash view looks like , with wires just exposed like that.
Am I missing a panel?

i can take a photo of the part if youd like. mine is actually off right now, as i had to remove it when i changed my clutch master last wednesday and i havent reinstalled the cover.
