Car doesn't idle below 1400.. my basemap?

Hello. Here is my situation:

Perfectly working iacv.
No vacuum leaks
Idle screw adjusted to the bottom
Fast idle screw closed all the way

When IACV is unplugged it idles at 850 but is jumpy
With IACV plugged in it idles at 1400
When adjusting iacv duty cycle on crome to the lowest it can go it idles at 1150

If I restrict (plug) the air bypass inside the throttle body enough with my thumb i can get it to idle at a perfect 850 no jumping at all. Is it possible that since its an ebay throttle body they made the by pass hole to big? I always assumed the IACV controls the amount of air that goes through that by pass hole inside the TB.

Is there something wrong with my basemap?

With the iacv unplugged youre supposed to set the idle speed to around 450-500 rpm

Figured out the problem. Ebay intake manifold was machined improperly allowing air to flow into the manifold. Although everything else is the same as a skunk2 manifold there are some flaws in the machining of this manifold. Buyers Beware!!
