It's called the rear panel extension.. they have them at rockauto for about $18. The Honda part is about $35-40. You never indicated what year, but a simple google search with Honda parts will show you this, it's in the "outer panel" part of the Honda diagrams. 66230-S02-A00ZZ / SKIRT, L. RR. PANEL (UPPER)

hey you're welcome.. yeah I figured it was either a 99 or 2000 civic coupe, could tell by the tail lights..
