Starting and idling issue
94 honda civic ex 1.6vtec
The only thing that seams to be after market is the intake tube and filter
I have a problem with idle fluctuating while idling. Also after I start the car and drive it for a while then turn it off I have to wait 30-45min for it to start back up. Also when it's cold (below 35F) it wont start. Can you please help me fix this problem?
I've checked fuel and spark.
CEL read code 19 which is auto-sylnoyd. Also can that cause the brake light to be on?
At this point I have checked the fast idle valve to.
Nothing that ive done have seamed to help it

The brake light being on is probably because the plastic button that is located high up on the brake pedal arm broke and fell out. This button rests on a switch button and keeps the lights off when the brake pedal is at rest. You have to replace that button or some people hot glue a penny in its place to keep the brake lights off.
If you get under there with a flashlight you'll probably see what I'm talking about. It's high up the brake arm and the switch is mounted to the bottom of the dash.
