Default 99 LX headlamp problem: cold weather delay

My headlamps have a major delay in turning on in the cold weather. The parking lamps illuminate immediately, but the headlamps have a 30-40 second delay. I have researched and I did take the switch apart, clean and relubricate the contacts, but it has not improved. I am going to clean the ground point for the headlamps, but could someone tell me which one it is? Also, if this does not work, then am I probably looking at purchasing a new switch, or is there something else I could try?

Thanks for the input.

Do the switch Ohm/continuity tests found in the service manual. Post the resistance readings.
