Default Rev issue won't go over 3500 rpm

96 civic with a b16a2 running fine couple days ago just yesterday went into limp mode. Took it to autozone to pull codes only got errors. Switched ecu still nothing. Have a chipped P28. Checked distributor switched spark plugs and wires check engine light on due to 02 sensor. Checked all connections still nothing, any suggestions?

I never had any problems, even with out a 02 sensor but I could check again.
