Is 220,XXX high mileage to start modifying for turbo?

Default Is 220,XXX high mileage to start modifying for turbo?
I have a '98 Civic that I am looking to put a reasonable sized(daily driver) turbo in. Is 220,XXX miles too high to start messing with major engine modifications?
