I need some help determining what wheel/ tire sizes I should be working with.

Having trouble breaking into the 14's, my current pb is 15.0. My only track is fontana autoclub speedway.

I've been running my daily set up of 17x9 rpf1 with a 225/45 summer tire. I recently got a great deal on some 245/45/17 R comps and am getting mixed information as to whether these are too big to run, basically not enough power for the size.

I also have a 13lb 17x7 wheel I'd like to use, but the 245 tire is too big to mount. Should I sell the tires and get something to fit the 17x7 wheel? Or will the 245 on my 17x9 perform well?
