Default 99 civic wont rev past 5k,

Got a 99 civic dx nonvtec wont rev past 5000rpm, its my dirt track racecar removed stock gauge cluster from all my other cars never had a issue, I sold this car and a bunch of kids "Momma daddy money" bought this car they removed mass air flow sensor and unplugged throttle position sensors. And installed a cold air intake. Im just wondering if that's why it wont rev past 5000 because of them undoing all of that. I went and purchased a brandnew mass air flow sensor new throttle position sensor and changing main relay, if that doesn't work could it be the ecu, if so I have that covered as well. Just curious as to what it could be,

Civics don't have MAF sensors. Sounds like you're in limp mode, check your cel.

Limp mode is for catastrophic failure, and would not have a rev limiter of 5k.

Instead of throwing parts at it, do a few diagnostic tests. All you have to do is google "99 civic DX FSM" to find the factory service manual.

If you changed the TPS you'll have to re calibrate it. I'll give you a hint on how to do that one too....(Factory service manual)

The CEL would be on, if you hadn't removed the cluster. Pull the codes. Work from there. Unless you ripped that stuff out, too?

Check all the wires on the distributor plug, ive had a loose wire on the distributor and it would not rev past a certain point. Just a thought
