Default 94 Civic Sedan D15B Melted Harness

I recently purchased a 1994 Civic Sedan D15B non vtec with a melted harness (Paid 250for the car). This thing is slammed to ground with quality suspension parts, header and straight pipe. Previous owner tried to run HIDs but in the process melted several wires from the fuse box into the cab. He said he had it running after the incident but it shut off at a light
He had wires spliced in everywhere. Running the fans and random inline fuses everywhere. All of the wires for the engine harness to ecu seem to be OK. I spent the better part of the day taking the harness apart and inspecting and replacing pig tails and replacing the fuse box.
I get everything back into place. Turn the key, I didn't hear the fuel pump prime. I still turn it over, doesn't start. So i grabbed the main relay and jumped 1-7, no fuel pump. I then jump 5-7, fuel pump kicks on. I run down to the store and purchase a main relay. Plug that sucker in, turn the key to prime. Still no fuel pump. Car runs on starter fluid.
I than switch out the ecu from 37820 p06 a52 to 37820 p06 a51. As I understand these are the same just made in different locations. The moment I connected the battery with the new ecu the radiator fan kicked on. Even though I set the circuit back to stock. Still no start. But will sputter with shot of starter fluid.
Thank you for your help
Edit : The fried wires I found, from fuse box to under glove box behind the sound deadening material. White green stripe, brown black stripe. Will check in morning I think I left a couple out.

Now that you have the story here's my questions.
Is there another relay for the fuel pump?
What are the minimal connections to make this engine run?
Any suggestions/help would be greatly appreciated.
This is my first Honda. My daily is a 94 Mitsubishi 3000gt. I was hoping to be able to bomb around in the Honda while I restore the paint on the 3000gt.

Fuel Pump is wired (through different harness sections) directly to the YEL/GRN wire of the Main Relay and is grounded locally. The YEL/GEN Main Relay wire is switched power being supplied by the BLK/YEL wire of the Main Relay. The BLK/YEL wire of the Main Relay can be traced to the ignition switch IG1 post.

Your best friend would be a factory service manual...google for it and download it for the present issue. Then consider buying it from Helm Inc.

I would replace the cabin harness all together with another dash fusebox.

Thanks for the replies. Today I found that one of the four grounds that are attached to the thermostat housing was fried end to end in the engine harness. So I want to order a harness but I am confused as to what to order.
The engine block read D15B. No number after it. The head has a spot for vtec solenoid but has a plate on it. From what I was reading this may be a JDM motor or a mutt. Can anyone confirm? Also transmission is automatic. So if anyone could tell me which harness would be correct I would appreciate it.

I think this is where you're gonna need to replace ALL wiring harness in the car including the fusebox. Its a nightmare when troubleshooting something like this and would be easier to just replace it all. If you have a pull a part near you go at it.

You can use an engine harness from any '94 - '95 Civic (except VX) or one from a '92 - '95 Civic EX/Si/CX. It doesn't matter if the engine harness is from an automatic or a manual, they're both the same just avoid a VX harness or '92 - '93 DX/LX harness.

The cabin harness can be from a '94 - '95 DX/LX sedan or '92 - '95 EX sedan. Using an LX/EX sedan will require either changing the door harnesses to match or repining some connections at the door harness plugs.

The engine is dual carbed D15B that someone put an EFI intake manifold on. That block off plate isn't for a vtec solenoid, it's for a mechanical fuel pump. When ordering engine parts order for a D15B7 ('92 - '95 DX/LX)
