Those are the solder joints, the internal parts are where it counts. Have you messed with the joints? Compared to mine those look like someone did a poor job resoldering it (also looks like in the top row, 3rd from left, the joint has a crack going around it). Also, have you attempted to test if the relay is functioning properly?

Well the case was the car ran for me fine and one day I came out now it won't start(not getting fuel) I took the relay apart and that was what I seen but I don't really know what I'm looking for, when I turn the key to accessory the fuel pump dosent prime and it's not getting any volts. I don't think the relay makes a clicking sound either

So the answer is no? There's a procedure to test it. You basically apply voltage to the correct pins and if you don't hear the click then you know the relay isn't functioning. You can also try your hand at redoing all the joints if you have access to a soldering iron. Costs nothing if you just reheat each joint.

All that brown stuff is flux to aid in the soldering process.
You can safely clean it off using alcohol with cotton ***** and/or swabs.
That should give you a better look at the condition of some of the other connections.

I take it back, I just looked at mine and it has a couple of "burnt" looking joints, just not as many as yours has.

For what it's worth, I just reheated all of the solder joints and it fixed the problem on my car.

The brown stuff is normal, not "fried", but there are cracked solder joints that need to be repaired. Pretty much EVERY old Honda suffers this problem at some point.

Some of your round joints have a ring halfway up the volcano shaped heap of solder - that is a cracked joint causing a bad connection. Some of the square ones might be bad also, but I see at least 3 bad round ones.

yup.

i can see cracked solder joints on both boards shown.

just take a solder iron and reflow it. you can be **** and clean it all up and put resolder it but really just reheat the solder one joint at a time and itll be fine.
