Default No neutral

I've got a bit of an issue with my 1997 Civic LX.

The car will move under its own power, and can change gears. However, even when the shifter is in a neutral position, if I begin to let off of the clutch, the car moves forward.

Essentially the car cannot go into neutral, but is still driveable on the street. I suspect the throwout bearing, but does anyone know for sure what's going on here?

Thanks!
