Default 93 Accord - no headlights (high or low beams)

Forgive me for revisiting a familiar problem. My ’93 Accord EX Coupe has no headlights, high or low beams, and no running/parking lights. All other lights, including front turn signals, operate. Following recommendations in prior headlight posts, I checked for power to the headlights – none. The relay operates, i.e., it clicks as I turn the column switch to the lights. Also, I removed the relay, applied 12V, and tested for continuity through the leads to the bulbs – everything is functional. The column switch seems to operate based on the relay clicking, but I removed and tested it for continuity across the headlight leads – also normal. Filaments in the bulbs are uninterrupted, as are the fuses in the underhood box. Finally, I removed the fuse/relay box, loosened the ground wire, cleaned it and its contact point, and reinstalled. After these steps, I find that I still can’t drive after dark.

Obviously, I missed something, and I hope you can help identify what that might be. Thanks.
