Icon4 Surging Problems

Hello everyone! I am new to honda-tech and this is my first post. I own a 1995 Honda Accord VTech Ex (Manual Transmission, 2.2 l , 4 cylinder). My car has had surging problems this year. I have replaced the iac valve, map sensor, intake manifold gaskets, fuel injector seals, egr valve with its gasket, and the fit valve. I have cleaned out the egr assembly twice and my car is still revving at random stops. Is this normal for these cars ? Or are there more alternatives that cans solve this issue. Any comments and advice will be appreciated.

IACV/FITV/TB Cleaning thread is not going to hurt, check for some vacuum leaks and you could try playing with the idle air adjustment **** on top of the TB. Use a flathead screwdriver and you can adjust it open/close though it should be used only for fine tuning.

Not exactly the Accord TB, but you can see it -

No, it's on top of the TB as pictured above. Should be a little brass screw

I'd recommend counting how many turns it is installed and remove it til the threads start to click(reaching the end of the threads), remove the screw clean it and the port out. Then reinstall the screw the same amount of turns. Idles screws can become coked up and I prefer to clean it than just adjust.
