misfire or not?

Default misfire or not?

Car: 1997 Accord Sedan LX (F22 non-VTEC) with around 267k miles

Here is the issue:
- On cold start, car bogs down like it's going to die, but doesn't, does not hesitate starting, so far always starts up 1st time
- After a couple of seconds, it starts raising idle to around 1500 - 2k, then evens out at a little under 1K RPM
- It runs and drives fine, except for that
- CEL light on, quick diagnosis with paper clip reveals code 74 (Cylinder 4 or random misfire)

Question:
- If there really is a misfire like that, would the car run as good as it does, not counting the start up thing.

Done so far:
- cleaned up IACV and FITV
- new timing, balancer, and serpentine belts (this was done because when I bought the car, the lady said the timing belt broke, which is why she was selling it for so cheap. When I took the timing belt cover off, there was a new belt in there)
- New spark plugs and wires. (swapped these because when I took the spark plugs out they were DRENCHED in oil)
- new valve cover gasket set (upper and lower spark plug tube gaskets as well as valve cover gasket) (changed these because plugs had oil on them)
- new distributor o-ring and cam gear seal (changed this because I had camshaft out to change lower spark plug tube seals since spark plugs were drenched in oil)

What should my next step be?

If it helps, a video can be posted of exactly what happens at start

Misfire code could be set if there is a problem with;
Weak ignition.
Insufficient fuel/fuel pressure. Replace filter, check PSI.
EGR ports are clogged, this would cause a part throttle(cruise) issues, not at idle or startup.
Valves need to be adjusted. This should be done when the belt is replaced.

so.....I should....
1 change fuel filter and check pressure
2 adjust valves

??

If you have no record or memory of changing the fuel filter, change it.

If the valves have never been adjusted or no record of adjustment it would be best to at the minimum verify how much clearance(if any) is on the engine.
Neighbor has a misfire issue currently. All the cylinders that had a misfire code had no clearance on the exhaust valves. Waiting to hear back if the CEL has stayed off.
