Default Brake Pedal Play

Read in the service manual and several other references a spec for the "freeplay" on the brake pedal on my 94 Accord with very soft (to the floor) pedal. What I cannot find is if that is measured with the car off, or running. I assume running but nothing specifically says. Anyone know for sure?

Freeplay is the amount the pedal travels before actuating the booster/mc.
If your pedal is soft then you most likely need to bleed the system.
Freeplay is the slack that needs to be taken up before the pedal actuates the brakes. Normally can be felt by a slight dip in the pedal before the brakes engage. Engine off, deplete boost assist by depressing the pedal 3-4 times, then note how much takeup there is before contact. IIRC spec is 1/16".
After adjustment verify the brake light switch is also properly adjusted.

I have bled them till new fluid has come out all bleeders a number of times. Master cylinder replaced, No fluid is leaking. Thinking it must need adjusted.
