Default 1998 Civic EX Mods

Hey guys, I just got my civic and had a few questions.
1. Will I need a catalytic converter if I buy after market headers?
2. Should I go with a short ram intake or cold air?

There is a faq on intakes that will tell u essentially and intake on your car is engine candy u will lose torque with very little if any hp gains.
