Yes that is the starter motor.
You could test to see what voltage you are getting to the "small" wire to the starter when trying to start the car......or pull it and have it tested.
If you have the factory radio, when you remove the battery cables you might need the radio code to get the radio working when you re-connect the battery cables.

Well, we tried.
I'm not a very big guy and getting kind of old (45~50). So I've learned to use leverage, one of my "best friends" is a piece of black pipe, found at almost any "home store", about 2 foot long. In tight spaces you can slide that pipe over a 3/8 ratchet and give it a go.
Anyway, don't let this turn you off from giving it a "go" next time something comes up.

That really sucks you had to pay someone 374 to swap that out. It's basically two bolts, a nut and a connector. You really just need a $75 set of tools and you can do a lot of basic things like swapping out a starter. The only thing you would have to worry about is making sure the negative battery terminal was disconnected before you started working on it.
That really sounds like battery cables. If you havent already, unbolt them and clean both the inside of the cable...and the battery post. Then add some electrical anti corosion grease.
