Default 92 integra rs, running really rich

Cant figure out why its running so damn rich, im getting 10mpg.
Its blowing black smoke, small amount at idle but a cloud of smoke if i open the throttle.
I changed the o2 with a working one, changed injectors, changed iacv, changed ect sensor, changed thermostat sensor, changed thermostat, changed the throttle body( for the tps), i even ran a chipped p28 for a b16, to see if it will lean it out a bit and still running rich.
The only thing left is timing, the ignition timing is at 4 degrees with the dizzy all the way at advance, so i believe the mechanical timing is off.
When i was adjusting timing on my b16 swap, the ignition timing was off by alot too, but it wasnt running rich like this car is. What else can i check for? Need some suggestions

Try running a wide band o2 and check timing belt location

This! confirm the engine is timed mechanically correct. Pull the valve cover set the engine to tdc and check the cam gears as well as the crank pulley.
